Carta abierta a Syriza  (English and Greek below)
Desde hace un año, el proyecto “Buen Conocer / FLOK (Free Libre Open Knowledge) Society” ha trabajado junto al Gobierno de Ecuador y a un buen número de los movimientos sociales ecuatorianos y regionales por el conocimiento libre en determinadas áreas estratégicas para diseñar en el país la transición hacia una economía social del conocimiento. En su primera fase, este proyecto está terminando un conjunto de propuestas de política pública para el país y la región y ha desarrollado un dispositivo de participación en distintos niveles entre movimientos sociales, expertos/as y académicos/as y representantes de las instituciones públicas, que ha dado su fruto en más de veinte páginas de propuestas para el Código Orgánico de la Economía Social del Conocimiento y la política pública que lo lleve a cabo.

En primer lugar, el proyecto quiere agradecer la participación de algunos miembros destacados de Syriza en el proceso de investigación (en particular en lo referente a propuestas de políticas públicas para sistemas de energía distribuida, y en la Cumbre del Buen Conocer celebrada en Quito, entre los días 27 a 30 de mayo de 2014. Dicha cumbre puso en contacto para el trabajo colaborativo durante tres días a los distintos agentes convocados en el proceso de investigación (movimientos sociales, expertos, instituciones públicas), permitiendo una discusión horizontal de la política pública en esas áreas e inaugurando proyectos de colaboración entre las instituciones y los agentes sociales.

Aparte de la utilidad de los resultados de investigación para liberar la economía del conocimiento, tanto en Ecuador como en el conjunto de América Latina y El Caribe, FLOK ha revelado la pertinencia de lanzar procesos de participación ambiciosos destinados a una efectiva construcción colaborativa de políticas públicas. En la actualidad se hace imprescindible trasladar a todas sus dimensiones normativas e institucionales las fuertes tradiciones del común en que se han basado la resistencia y el sostenimiento de los pueblos en la larga noche del neoliberalismo. Finalmente, solo este método de puesta en valor político de la inteligencia colectiva permite encontrar algunas vías alternativas a los regímenes que el capitalismo global impone a nuestros contextos: austeridad, extractivismo, expolio…

Desde esta perspectiva, el proyecto FLOK Society pone a su disposición los saberes modestamente acumulados y toda su colaboración para trasladar los resultados de la investigación y ensayar estas metodologías democráticas en los nuevos contextos, municipales y estatales, en que se nos presenta el reto (ahora en el Sur de Europa) de diseñar en sus distintos niveles y complejidades una sociedad del conocimiento free / libre y abierto.

Open Letter to Syriza
A year ago, the FLOK (Free, Libre, Open Knowledge) Society Project begun a collaboration with the Government of Ecuador and a large number of Ecuadorian and Latin-American social movements which campaign for free knowledge, with the aim of designing a model of transition towards a social knowledge economy. In the current phase, using a collaborative methodology that encourages participation by academics, social movements, experts as well as representatives of public institutions, the project is completing a set of policy proposals for the transformation of Ecuador and South America, which have been incorporated in the Organic Code of Social Knowledge Economy and in related public policies

First, the project wishes to acknowledge the contribution of some leading members of Syriza to the FLOK research process (which led to the development of a public policy proposal in the area of distributed energy infrastructures, and in the FLOK Summit, which was held in Quito on 27-30 May 2014. The Summit provided participants in the research process (social movements, experts and public institutions) with a space for three days of collaborative work centred on the discussion of public policy proposals and the development of collaborative pilot projects.

Aside from the usefulness of the research results in the development of the knowledge economy both in Ecuador and in the whole of Latin America and the Caribbean, FLOK has demonstrated the relevance of participatory processes for the effective and collaborative development of public policies from the bottom up. In this moment it is of vital importance to support and reinforce all those commons-oriented initiatives, practices and traditions which give people the strength to resist against the long night of neoliberalism. Finally, it is this method alone of utilising collective intelligence politically that can allow us to find alternatives to the schemes imposed by global capitalism upon the people: austerity, extractivism and plunder…

From this perspective of the Commons, the FLOK Society Project is willing to provide Syriza with its knowledge and cooperation with the purpose of transferring the results of its research into new contexts and testing the methodology it has evolved for the development of public policy from the bottom up, in response to the need – which is especially urgent in Southern Europe – to develop a  Society of free and open Knowledge.

Ανοικτό γράμμα στον ΣΥΡΙΖΑ
Πριν ένα χρόνο, το FLOK Society project ξεκίνησε μια συνεργασία με την Κυβέρνηση του Ισημερινού και με κοινωνικά κινήματα απ’τη Λατινική Αμερική που υπεράμυνονται του δικαιώματος στην ελεύθερη γνώση, με σκοπό την ανάπτυξη ενός μεταβατικού μοντέλου για μια κοινωνική οικονομία γνώσης. Στην παρούσα φάση, χρησιμοποιώντας μια συνεργατική μεθοδολογία που βασίζεται στην συμμετοχή κοινωνικών κινημάτων, ακαδημαϊκών, εμπειρογνομώνων και θεσμικών φορέων χάραξης δημόσιας πολιτικής,το έργο ολοκλωρώνει μια σειρά προτάσεων για τον μετασχηματισμό του Ισημερινού και της Νότιας Αμερικής, που έχουν ενσωματωθεί στην νομοθεσία που αφορά την κοινωνική οικονομία και σε σχετιζόμενες δημόσιες πολιτικές.

Καταρχάς, το έργο επιθυμεί να ευχαριστήσει τα μέλη του ΣΥΡΙΖΑ για την συμβολή τους στην ερευνητική διαδικασία του έργου (που οδήγησε στην ανάπτυξη της πρότασης δημόσιας πολιτικής στον τομέα των υποδομών αποκεντροποιημένης ενέργειας και στο Συνέδριο του FLOK, που παρείχε στους συμμετέχοντες στην ερευνητική διαδικασία έναν χώρο για τρεις ημέρες συνεργατικής εργασίας με θέμα την ανάπτυξη προτάσεων δημόσιας πολιτικής και πιλοτικών έργων.

Πέραν της ωφέλειας των ερευνητικών αποτελεσμάτων στην ανάπτυξη της οικονομίας της γνώσης στον Ισημερινό, στην Λατινική Αμερική και την Καραβαϊκή, το FLOK απέδειξε την σημασία που έχουν οι συμμετοχικές διαδικασίες για την αποτελεσματική και συνεργατική ανάπτυξη δημόσιας πολιτκής από κάτω προς τα πάνω, δείχνοντας έτσι πόσο σημαντικό είναι να υποστηρίξουμε και να ενισχύσουμε ολες τις προσανατολισμένες προς τα κοινά πρωτοβουλίες, πραχτικές και παραδόσεις που δείνουν στον λαό την δύναμη να αντιστέκεται ενάντια στην μακριά νύχτα του νεο-φιλελευθερισμού. Τέλος, μονάχα αυτή η μέθοδος της πολιτικής αξιοποίησης της συλλογικής ευφυίας μας επιτρέπει να βρούμε εναλλακτικές στις πολιτικές που επιβάλει ο καπιταλισμός στον λαό: λιτότητα, καταστροφή του περιβάλλοντος και λεηλασία…
